Scott A. Kamins

Scott A. Kamins is CEO of Kamins Consulting, a government affairs and strategic communications consulting firm he founded.  In addition to its core government relations functions, the firm provides counsel on media messaging and press matters as well as all facets of clients’ participation in the political process.  The firm also offers business development consulting services to help companies pursue commercial and government partnerships.  Kamins Consulting represents clients ranging from Fortune 100 multinational corporations to boutique law firms.  The firm’s advocacy work is primarily focused on energy, foreign policy, international trade, technology, and terrorism issues.

Mr. Kamins was previously a Director (Vice President) at Prime Policy Group, one of Washington’s leading bipartisan government affairs firms and a subsidiary of multinational advertising and public relations firm WPP.  He worked on a host of economic, international trade, national security and technology policy issues on behalf of many corporate and trade association clients.

Prior to joining Prime Policy Group, Mr. Kamins was Deputy Chief of Staff and Director of Government Affairs at the Republican National Committee (RNC).  He was the RNC’s principal liaison to Members of Congress, Governors and State legislators and the Washington, D.C. business community.  Serving as a bridge between the world of public policy and the world of politics, he worked to develop and coordinate political strategy with Republican Congressional leadership.

Before joining the RNC’s senior staff, Mr. Kamins served in the Bush Administration as Deputy Assistant Secretary of State for Legislative Affairs.  In this capacity, he was responsible for developing, managing and executing strategies to enhance Congressional support for Secretary of State Condoleezza Rice’s foreign policy and legislative objectives on both sides of the aisle and both sides of the Capitol.  As a politically appointed member of the Senior Executive Service, he managed the Bureau of Legislative Affairs’ Office Regional, Global and Functional Affairs, which is comprised of legislative management officers (career civil servants, Foreign Service officers, and political appointees) assigned to work on legislative matters relating to the policymaking bureaus of the Department of State.  Mr. Kamins focused much of his work on international economic policy issues.  Prior to his appointment as Deputy Assistant Secretary, he served as Director of House Affairs.  In this role, he was a senior liaison between the Department of State and the House of Representatives.  He worked on many legislative initiatives with Members of Congress, House leadership staff, and the staffs of the key House Committees with foreign policy and international economic jurisdiction.

Mr. Kamins previously served as Director of Congressional and Public Affairs at the Commerce Department’s Bureau of Industry and Security, which administers the export licensing and enforcement system and promotes U.S. strategic technology leadership.  He was the Bureau of Industry and Security’s senior legislative and intergovernmental affairs, press and public liaison officer.  He also served as Special Assistant to the Under Secretary of Commerce for Export Administration.  Prior to joining the Bush Administration, Mr. Kamins worked at Berman Enterprises, a business development consulting and government affairs firm.  He began his career as an intern in the Office of the Speaker of the House.

Mr. Kamins is a recipient of the Department of State’s Superior Honor Award, the Department of Commerce’s Bronze Medal Award and the Combined Federal Campaign’s Charitable Leadership Award.  He is a graduate of Boston University and received his master’s degree from George Washington University’s Graduate School of Political Management.  He also is an alumnus of the Executive Education program at Harvard University’s John F. Kennedy School of Government.  Mr. Kamins resides in Maryland with his wife and two sons.
